The costs for rental personnel in the country’s municipalities have increased by 330 percent over ten years. IN the municipalities in Halland the costs for consultants and temporarily hired staff amounted to 65,110,000 kroner in 2022. At the same time, only every fifth municipality has counted on the additional cost of rental staff, according to a new survey by the trade union Vision.
Vision has conducted a survey among HR managers in municipalities and regions regarding the use of consultants and temporarily hired personnel. The results show that almost all municipalities are dependent on hired personnel to manage staffing. It is most common to hire staff within social services, such as social workers or elderly care staff, for a period of one to six months.
- Hiring staff is a short-term solution to the welfare staffing crisis. The municipalities must take measures to slow down the development, otherwise there is a risk that the costs of hired personnel will continue to increase. There are large sums of money that should instead be used to improve working conditions and to develop welfare, and benefit employees, says Veronica Magnusson, union chairman in Vision.
Despite large cost increases for hired personnel, Vision’s survey shows that too few municipalities are actively working on the issue. A very small percentage of the municipalities have developed a political strategy around reducing dependence on hired personnel.
About the survey
The survey was carried out in the form of two questionnaires answered by HR managers in municipalities and regions during the period 19 January – 6 February. The response rate was 59 percent for the municipalities and 67 percent for the regions.
