Exactly which services will be withdrawn is not clear from the statement, but Kuleba writes that the country’s Ministry of Foreign Affairs will return with details shortly.

“This is how it looks right now: a man of fighting age goes abroad, thereby showing that he does not care about the survival of his country, and then comes to partake of the country’s services. The statement comes after Ukrainian President Volodymyr Zelenskyy recently approved a law which means that the mobilization age in Ukraine is lowered from 27 to 25 years. Politicians and military representatives have long warned of fatigue at the front.

The decision is seen as a way to partly relieve the soldiers who have been fighting for several years and partly as an attempt to resist the Russian offensive.

In order to get more young men into the military, Ukraine is now looking at Ukrainians abroad.

“Protecting the rights of Ukrainian citizens has always been and remains a priority at the Foreign Ministry. At the same time, under the circumstances of Russia’s full-scale aggression, our first priority is to protect the homeland from destruction,” writes Dmytro Kuleba.
