Mölndals Stad once again receives top marks from its business owners, and Öckerö climbs the most in the region. This is evident from this year’s Insight Survey. It is the fourth year in a row that the municipalities in the Gothenburg region have received a high average rating for their business climate. Despite stable results for Gothenburg City, Stockholm and Malmö receive a slightly higher rating.

The City of Gothenburg and the Gothenburg region receive a total NKI (customer satisfaction index) of 71 when the municipal service to businesses in 2023 is measured. The result is exactly the same as the two years immediately before. Scores above 70 are considered high, according to Sweden’s Municipalities and Regions, SKR.

Six of the GR municipalities backed down, while four raised their assessment. Overall, all municipalities except Kungsbacka achieve a high result in this year’s insight measurement.

– When it comes to service and treatment, we generally get a good result in the Gothenburg region, and that is gratifying. It shows that the companies notice our improvement work, which to a large extent takes place collectively, says Patrik Andersson, CEO of Business Region Gothenburg.

– But we also have dips. Within the City of Gothenburg, it is above all about the serving permits, where we are still struggling with efficiency and long processing times. It affects the results for the entire region.

The serving permits are handled by the Environment Agency, which after staff turnover at the permit unit is once again fully staffed. They work with various measures to gradually increase efficiency. Among other things, a number of e-services are currently being tested that will facilitate, and also improve, the transparency of the process.

The city of Gothenburg has also made progress in several areas. The companies that need land permits for food trucks are, for example, really satisfied with the service and reception.

– High efficiency and good service must always be in focus. The dialogue with the companies must be further simplified. The goal for us is to have the best business climate among the metropolitan municipalities according to Insikt, says Patrik Andersson.

Gothenburg doesn’t quite get there. In this year’s measurement, Stockholm falls, but still ends up a notch above Gothenburg, with an NKI of 72. Malmö reaches 74, which is just below the Swedish average.

The very best rating goes to Mölndals, which reaches an NKI above 80, for the third year in a row. Only Lidingö ranks higher among Sweden’s larger municipalities (over 40,000 inhabitants). Öckerö climbs a full eight steps and lands at the same high level as Lilla Edet, with an NKI of 76. Kungälv has also raised its rating noticeably this year.

– It is impressive to be able to maintain the confidence of business owners as much over time as the City of Mölndal does. The treatment of the administrators is decisive, and we see that here. Otherwise, it is unusually even between the municipalities in the region, despite the large differences in size. A low number of companies responding to the surveys often leads to large fluctuations in the smaller municipalities’ results, says Pernilla Blom, business climate process manager at Business Region Gothenburg.

Business accounts for 75 percent of the gross regional product in the region and lays the foundation for our common welfare in the form of tax revenue. The insight measurement fulfills an important function as a tool to continuously improve the municipalities’ service to the companies.

– We need to constantly improve our operations to be able to provide a good service, with efficient handling and flexible case management. The municipalities and administrations that have begun to measure how suppliers perceive their procurements also have more satisfied suppliers. We see that clearly, says Pernilla Blom.

– And perhaps even more important: to have a positive attitude and show understanding of the entrepreneur’s conditions. It is crucial for a good business climate.

She reminds that it is important that the companies continue to answer the questionnaires after they have been in contact with their municipality.

– So that we get what they think in black and white.

Facts about the Insight Survey

  • Insight 2023 is the eleventh survey that SKR (Swedish Municipalities and Regions) has conducted across the country together with Business Region Gothenburg and Stockholm Business Alliance. The aim is to capture the opinions of business owners and identify areas for improvement within the municipal service.
  • Insikt measures the municipal service in six areas of authority – fire protection, building permits, land grants, environmental and health protection, food inspection and service permits.
  • The measurement covers six service areas – information, accessibility, treatment, competence, legal certainty and efficiency.
  • The measurement is an important tool in the work to improve the service and thereby strengthen the business climate.
  • In the new survey, 3,084 companies in the Gothenburg region gave their views on the service.
