Criticism of the police: “They need to be locked up”

According to Expressen’s information, the young people, 16 and 17 years old, are suspected of having planned to shoot someone in or near the court.

The day after the arrest, the police have set up extra cameras outside the court, and the police will monitor the district court over the weekend. However, no negotiations have been suspended.

Both the 16-year-old and the 17-year-old are natives of Växjö – where Emir Bajric works as head of the police’s special focus group in the Araby risk area.

– The reaction, given that they were both recently convicted of serious crimes, is that if you can be in Stockholm with a weapon outside a district court a couple of weeks after you have been convicted – then something has gone really wrong, says Bajric.

“I don’t know how much further you can go…”

The 16-year-old was recently sentenced to youth care for shooting a gun into a home. The 17-year-old was also recently convicted of drug and weapons offences, but received juvenile supervision.

– I think we need to conclude that gang criminal youths should be treated as adults before the law. They need to be locked up, not monitored with foot shackles. It doesn’t work, says Bajric.

– They cannot go into HVB homes and then just walk out.

Bajric is critical of the weak monitoring that takes place when people under the age of 18 are convicted of serious crimes.

– When convicted youths lurk outside a district courtroom with weapons… I don’t know how much further you can go. It is a direct assault on democracy.

Youth supervision

Those who can be sentenced to youth supervision are young people, mainly people between 15 and 17 years of age, who have committed a serious crime or who have repeated crimes. This is what the three mandatory regulations look like.

An obligation to meet regularly (as a general rule twice a week) with a special coordinator within probation.

Prohibition against using alcohol, drugs and certain other substances dangerous to health.

Prohibition to leave home on weekend evenings and weekend nights, so-called weekend home arrest. Instead of home weekend arrest, there may be other restrictions on how the young person can move in society, for example an obligation to be in a certain place or a prohibition to be in a certain place. The ban is normally monitored with a foot shackle.

Failure to comply with the regulations can lead to restriction of freedom of movement, other penalties or detention.

“We are very late to the ball”

The area of Araby in Växjö, where Bajric works, has previously been on the list of the country’s particularly vulnerable areas. For a few years now, the district has instead been a risk area.

– In cooperation with serious crimes, we work with various intelligence work. A lot in the field, being on site, seizing drugs and weapons. But we are late to the ball, it has gone too far, says Bajric.

– When you are at the level where you are convicted of serious crimes, it becomes enormously difficult for social services. It feels pretty hopeless.
