It is now clear that the proportion of adult education conducted under the city’s own auspices is to be doubled. At the same time, the rating bonus is abolished to ensure honest ratings.

With enthusiasm, Karin Wanngård (S), councilor for financial affairs in the city of Stockholm, announces that the city is now taking over a large part of adult education under its own auspices.

After the recently concluded procurement, the city will increase its responsibility from having handled 18 percent of adult education to 40 percent. The city regains full control over SFI study path 1 and a large part of the care and social care education.

The goal is to raise the quality so that more new arrivals can establish themselves in the labor market and to secure the supply of skills to the city’s preschools and care.

“Feel safe”

Wanngård points out that it is challenging to maintain a high quality when there are too many actors involved.

How do you ensure that the quality improves under your auspices?

– I can’t guarantee that it will be 100 percent right and true under my own auspices. But then we have democratic control and the students can feel secure in the fact that if something were to happen, they can raise the alarm thanks to the city’s whistleblower function.

Removes the rating bonus

At the same time, the city removes the grade bonus for the procured suppliers, which means an extra compensation of 25 percent when students receive a passing grade.

This is done to prevent fake grades being issued to make money.

– We want more people to go through with approved and correct grades that correspond to the education they have, says Karin Wanngård.
